In the last few years, one of the key initiatives and requirements, at the level of EU, is a wide provision and promotion of interoperability and interoperable operations. In doing so, it is important to realize that interoperability is a concept that requires an appropriate level of organizational maturity. Interoperability is a concept that requires an appropriate level of organizational maturity. Do we in Slovenia have the right conditions for effective establishment of interoperability? Are organizations ready to co-operate, to work together on projects related to interoperable development of information systems? The answers on these and other questions can probably be given by those, who are in their daily work required to cooperate with their colleagues at other institutions. From the perspective of a beholder, in this article are stated, the key observations that can be detected in the implementation of various projects of computerization. These observations were made at the level of actual IT development, in terms of technology, processes, employees and information solutions, as well as in terms of project implementation, project management and cooperation between organizations. In conclusion an independent vision and expectations regarding the future development of interoperability and Portal NIO is given.

We could open the beginning of the summary with the definition that the projects represent a series of problems, that are to be solved in due time. Beside that we can agree it’s hard to find a project that has never encountered any kind of a problem. If that was not so, we could legitimately ask ourselves, whether we were actually dealing with a project. However, problems exist in any project and depend on its size, contents and the surroundings of its implementation. Despite of project diversity, some of the problems appear more frequently than others that can be project specific. In this article, we will mainly focus on the problems that appear most frequently within projects on the development of informative solutions. Some of the most frequent project risks that project managers face today are presented in this article.

 
Importance of a project's preparation for the success of investment in IT solutions

In this article we present the value of investment planning for the success and efficiency of IT projects. It often happens that managers see the development of information systems only from the project point of view and forget to take a look from the investment perspective. Such attitude can rapidly influence IT projects efficiency. It is true that common project life cycle mostly covers the investment cycle in construction phase of the IT system. But this does not go for preparatory and post implementation or production phase of the system. Using exclusively project point of view may cause that all project alternatives have not been identified at early stages of the investment process and that costs and benefits of the system are not documented in a way that assures rational decisions as regards the project realization. Such attitude may also cause only partial view on IT system life cycle and underestimation of maintenance and other associated costs in the production phase, which usually can be rather then low. The use of IT investment policy, standards and documents (feasibility study and post implementation review) may in no small measure contribute to the IT projects efficiency. The value of investment planning and preparation of quality investment documentation can also be in easier resource and budget gathering for the IT projects as they have to more and more aggressively compete for limited resources with other projects in selected business or public environment.

The overall information system and IT services management is becoming more and more important part of an overall management of an organization. The essential part of IT service management is played by change management, which must combine all aspects and sources entering the change process. The efficiency of change management determines if IT services will be available without interruptions and unexpected failures. The main goal of change management of IT services is to ensure a well prepared and carefully designed system of change management, which combines all participants and stakeholders involved in a change process, thus enabling identification of influences of changes on other processes and services.

The information technology (IT) as an industry is steadily maturing thus becoming standardized and integrated in all aspects of business operations. Different standards, methodologies and best practice enable standardization of information technology. One of the most common methodologies of IT management in organizations is ITIL (Information Technology Infrastructure Library). ITIL is changing the traditional role and a concept of IT, which is no longer limited only to software and hardware, but nowadays also comprehends a business value. This article presents the use of ITIL methodology and its implementation in organization’s IT department.

Management of IT infrastructure of organization is becoming increasingly important. For the support there are many methodologies available, from the simplest to the most sophisticated and provision orientated, which demand a strict compliance with rules of execution. One of the methodologies, with increasing importance in the business world, is ITIL (Information Technology Infrastructure Library). It is suitable for implementation in organization’s management processes, while it is based on best practices and also extremely process orientated. ITIL as a methodology looks above all at IT processes as a whole. It allows it to be more operations orientated than other similar methodologies. As such it is well understood even in the core business parts of an organization. Until now this was the biggest obstacle of other methodologies. From this point of view this methodology does not support only the IT but it also ensures a greater interaction of technical and business department. Especially the last statement includes the trend of future development that is becoming one of the highly important fields of development; management of sources. In this article there are presented the key field of management, included in this methodology, key steps of implementing and some important warnings for running a project of IT process management implementation.
